I have not heard of this. I suspect he is speaking of oil seeps, which occur
on and offshore. Someone has probably taken data from a limite area where
there are lots of seeps and extrapolated beyond reason. In the deep oceans
there are no seeps because the sedimentary thickness is so thin that oil
can't form.
