I think that this passage is spiritual. It does not refer to Earthly things
at all, but to spiritual things. This is about Christ's Kingdom, and his
Kingdom "is not of this world".

I think that Christ's return was in 70 AD. The New Heaven and Earth is the
New Covenant. The New Jerusalem is the Church. I think that there is a
fulfilled Kingdom of Christ in the spiritual realm. We will not experience
it until after death.

There is some partial effect, for lack of a better term, of this Kingdom on
Earth. But it is not complete as it is in the spiritual realm, in other
words, there is still pain, sin etc. And as far as I can tell, there is no
biblical teaching about what happens to the Earth, and the physical realm,
at least the physical realm that we experience daily, from this point
forward.

So I guess there is room for a physical paradise on Earth in the sense you
are talking about. It might happen that way, I have no idea. But I think
the Biblical prophecies are not about that.
