Bill,

I don't know about the paper you cite, but Moss did publish a similar paper
in Faith and Thought (the journal of the Victoria Institute and a precursor
to Science and Christian Belief):

Rowland Moss 'The ethical underpinning of man's management of nature' Faith
and Thought 111 (1985) 236-40.

That might be more accessible than the one your after!
