A feature of human and animal consciousness that seems non-algorithmic is the ability to generalize. Even an octopus can learn to select the different item from a set of options, but I do not know of any computer able to develop such a concept.
Theoretically it would be possible to describe the chemical details of all the molecules that store this information in the brain. However, identifying these as representing the concept of difference seems to me non-chemical.
