I think this is something of an overstatement. The 2d Law
doesn't forbid the development of order in a system, & "dissipative
structures", like convection cells, can develop. It seems quite
plausible that living systems are in some sense dissipative structures,
but I don't think that that's really been proven. & it doesn't really
mean that the 2d law fails.
