I don't think this solves the problem of evil. I think you are saying that
God evaded responsibility for some evils by having the brilliant idea of
instituting something with a role somewhat resembling that of the Gnostic
concept of a demiurge. However God knows the results of both his direct
and indirect actions.

We should rather ask how one should determine what is good.
