I would add a qualified Yes, sort of.

As fact ...
Genes and DNA behave as genes and DNA. It's why we have redheads and blonds.
Behe acknowledges this in The Edge of Evolution.

As theory ...
It is also a model wrapped around biology and encased in the
Naturalism's presuppositions.

It's a loaded term that demands a context.
