Yes, I would. In fact, that pretty much sums up my own definition of
accommodation when I use the term. I also agree with your analysis of the
Chicago Statement on genre analysis as question begging. For example:

But is that not the Chicago Statement doing this?

How do we know *from the text absent genre analysis* that the Parable of the
Prodigal Son is not a real, historical chronicle because the narrative was
presented as "factual". So how is treating parables as ahistorical not
violating their own rules? Or to put it differently, does denying the
historicity of the Prodigal Son make that parable false or worse, a lie? Not
everything in Scripture that *appears* to be historical narrative is.
