But let me throw out some questions for you Rich:
1. do you agree that the EU cap and trade program implemented under Kyoto
has been a failure
2. do you agree that one reason the EU cap and trade program has been a
failure is because players with a strong financial interest captured
regulatory process and distorted emissions goals
3. do you agree that the distortion of the EU cap and trade program has
negatively impacted poorer, less developed countries within the EU
4. do you agree that a global cap and trade program presents even stronger
opportunities for regulatory capture than a regional program such as the
EU's
5. do you agree that a global enforcement mechanism for a global cap and
trade program presents real concerns about democratic governance
(Obvious disclosure: I'm in the "warming is a problem but Kyoto is garbage"
camp).
