Which is why I find the other aspect of this topic interesting. That is that Perry, a conservative Christian, is making this executive order, alienating a large number of his supporters. Why do you think he is doing this?

  Jack, I think you're right that in itself, this executive order won't likely influence girls to have sex. Probably many young girls won't even know what sort of shot they're getting. In a more general sense, it could be argued that a law like this is one signal among many concerning social norms about sex. Though this particular law might not have a major impact on behavior, it could be yet one more way in which our legal culture contributes to a norm of permissive sexuality.

  In my view, the more important objection is that this law unnecessarily impinges on the sphere of the family concerning a sensitive issue of sexuality.

    However, I find the argument that such a vaccine would interfere with a message of abstinence somewhat flimsy.     Apparently, familys would be able to opt out, for pretty much any reason. But is that really the best way to go about this?

      I think the problem is the mandatory nature of this executive order. Mandatory vaccinations for schoolchildren are appropriate for communicable diseases that are transmitted by ordinary social contact. It seems very different to me to require that kids be vaccinated against an STD. It does seem like the kind of thing families should decide for themselves. I could see maybe making state funding available for any family that chooses the vaccine.
