As I guessed, CO2 is not part of emission standards of the past,
although I believe CA has started to require greenhouse gas standards
as well.
The 'problem' with CO2 is that it is proportional to the amount of
fuel burned, and I am not sure if CO2 can be dropped other than by
improving gas mileage.
