God didn't ask anybody whether they thought it was "efficient" to create a
universe as old and as large as it is. He simply created. If all the
galaxies are just a speck in God's hand, so to speak, we might as well ask
why did He create the universe as SMALL as it is. Why are we able to see
approximately to the edges of the universe with modern equipment? Why not
so vast that we would never see the extent?
We might ask why certain human-built structures are as large as they are;
why did the Sears Tower need 106 floors (I believe it's about that). The
answer would usually be, there is a purpose or a function for it all
(although with the Sears Tower it may have just been to exceed the height of
the Empire State Building; oneupmanship, in other words). In the Creation,
there must be a purpose for it all, whether we can guess it or not -- that
is, assuming that there was some form of design behind it.
Maybe it's just big because that's how God does things. Maybe to illustrate
His greatness in relation to our smallness. Maybe, as with the depth and
richness of His word which continues to supply new insight and
understanding, His creation is designed to give us ever more expanding
appreciation for God's handiwork and so that there will always be more for
us to learn. He could have created the universe the size of a university
campus, and in a thousand years we would have learned all about it that
there was to know.
Or, maybe there is an appearance of size, as well as appearance of age. :-)
