Note that to be struck on the right cheek by a right-handed person is
the back of the hand, an insult. I believe Jesus is implying that one
who is evil, a Roman soldier perhaps, may have the right to strike you
with a forehand blow, a disciplinary action, but not the right to
degrade you. So strike me if you think you have the right but don't
insult me.
