He doesn't "come to rein" at the second coming. He came to rein at
the first coming. We are NOW in the "millennium" (Rev. 20) of
unknown duration.
To give the uninitiated the impression that the final resurrection
(second coming) is his "coming to rein" is misleading and can't
legitimately be excused as "poetic license" since it only reinforces
ideas - variations of which - began with people like the heretic, Cerinthus.
