How about the concept that some psychologists are currently exploring, that humans are by nature predisposed towards spirituality? Then the interpretation of "God" is the most natural of all human interpretations, and only the "fool" says there is no God (or god). To assert an impersonal Cosmos is contrary to human nature and becomes normal only among those who are able via civilization's constructs to insulate themselves from nature as seen in the untamed world.
This natural ability to see God in nature makes humans accountable, but the natural tendency to perversion leads to erroneous interpretations of the vision and a general inability to come into a personal relationship with that God.

To present a "mechanism" for the effect seems to me most difficult. I
take the matter as a fact from what observations I've read about and from
Paul's statement. The alternative seems to require that the whole just
is, without explanation. Only some sophisticated (sophistical ?)
individuals seem to arrive at that approach.
