The Bible tells us nothing about how we live on the New Earth, neither does
it tells us anything about how unbelievers will be.
W should not speculate about things the Bible tells us nothing about. We
know that we, believers, who trust that Jesus died for our sins, will be on
the new earth; it does not tell us that unbelievers will be there. A just
God would send all men to damnation, but, the same just God was giving the
possibility for forgiveness by believing, that our Lord Jesus died, and in
His death paid for the punishment of our sins.
The Bible does not tell us where the un-believing sinners go, nor does it
tell us what happens to those who have not heard about the saving death of
Christ.
