Although the principle can easily be invoked in a trite, unsympathetic way, Rom. 8:28 indicates that all things do serve God's good ends.

Moral evil is an important component of the magnitude of the effects of the tsunami. Destruction of natural coastal protection such as reefs and mangroves, failure to establish a warning system, the conflicts in the region that complicate relief efforts, etc. all helped contribute to the magnitude of the problem.
