But concerning this point, I believe that even here arguments have
been made that good stewardship implies that major population centers
NOT be allowed in such natural disaster zones. I'm not really
prepared to defend this viewpoint, but I seem to recall a paper
somewhere by Davis Young at Calvin College to this effect. Anyone
know the reference?
