That appears to be a reasonable derivation from the quotation by Glenn.
However, I would change the "believe" in your statement to "hold as a
reasonable hypothesis."

Whether (or not) the rodent to whale scenario was ever held as a
reasonable hypothesis by anyone is something I don't know. A lot more
flaky possibilities have certainly been considered over the years.
