From what I understand of RFEP, I don't see any conflict with it. I think the fact the properties of water freezing at 32 degrees was embedded in the design. Also all of the other physical constants of the universe like in Rees's Just Six Numbers. And I think it is intuitive to extrapolate this to all the origin and history of life as well.
I think his portrayal of his differences with ID as being with the attributes of the Designer where his view is of a generous Designer and ID's view is of a miserly Designer is very apt. I also notice Dembski mentions the Burnett quote as well which has come to be my favorite in his No Free Lunch.
But I don't see any conflict with this and my use of the term deism. My apologies if their is finer nuance of meaning that I am missing but my intention was that creation was all self contained from the beginning and didn't require any further intervention. The putting the hand to the clock to make it strike idea illustrates the weakness of ID reasoning in my opinion and that looks like deism to me at least as far a s creation.

That is not to say that maybe God did intervene in His creation of life at some point after He kicked it off but we don't need that to be the case and there is no point in arguing for it. It doesn't make God any less God for him to have done it all up front rather than throughout the process. See the great quotes below.
In fact, it is more consistent with how He created the physical universe by frontloading all the laws of physics into the Big Bang and letting them take it from there. I have long speculated that there would one day be discovered some bioanthropic principle in life that accounts for all this mystery of evolution and the metabolism of the cell today.
