Perhaps - but this i think is not about learning in the sense of making
forward progress. It is simply grim reality and were (for example) a
great power to suddenly wane considerably I do not think the other great
powers would remain so commited to mutual respect.
Or to put it differently, if Ancient Rome, Parthia, the Germans and
Carthage found a way to wipe each other out I think they would be just
as inclined to maintain the status quo - until a situation arose in
which they could find a weakness.
This is not progress, it cold reality. Proof will be when sooner or
later the great powers will collide.
