  But more than that, I think the quote is meant more for personal reflection than a point to make in a debate. If I notice someone doing something grievously wrong, and later tell them I hope they reflect on what they've done and listen to their conscience, what I'm asking them to do is honestly reflect - and at that point, without any input from me. But if I go 'You feel bad because you know you did wrong!', of course they can turn around and say, 'No I don't! I feel great!' Note they can do that even if they really do feel bad. Psychoanalysis rarely leads anywhere in a debate.
