It seems to me that St Paul said something about that if there is no law there is no sin.  Animals are unaware of the law and seem incapable of being aware of the law thus while they commit deeds that in a human or other sentient being would be sin, animals IMO do not sin.  St Paul's comment used to puzzle me till I accepted common descent. 

Humans are, because the conscience gradually arose.

  

But also because God reveled his law and in some manner wrote it on man kind's heart. 

Conscience may arise in some of the higher animals, I don't know, but having lived were monkeys are a common sight I have some trouble accepting that they don't have conscience at least to some extent, but I doubt they have knowledge of the law.    I admit to being not sure what applies in their instance.
