Not necessarily "in biology"-this principle could be taken as a way to
theologically interpret biology, outside of biology.

I do not think biology gives any reason to infer nor to reject such a
principle. Theologically, it's reasonable though not absolutely
required-it would also be possible to assume creation of myriad
universes in order to include the one that would make us, for example.
 I'd tend to favor something similar to what Mike is suggesting as a
reasonable theological interpretation, while recognizing it's not the
sole option.
