That's what I suspected. This was when the rainbow became a sign to remind
God of His covenant. IIRC, rain in ANE Cosmology came from vaults through
windows in the firmament.

  Evidently, in ANE (Ancient Near East) understanding, they thought clouds
brought the rainbow rather than sunlight/rain.

  “Whenever I bring clouds over the earth and the rainbow appears in the
clouds, 15 I will remember my covenant between me and you and all living
creatures of every kind.”
