The question as to whether the flood was global or local seems irrelevant
to the behavior of the raven and the dove. At the time when they were
released, mountains were visible (Gen. 8:5), and so the flood was no
longer global if it ever was. Noah presumably hoped to find out if there
was dry land nearby. I am not an ornithologist, but apparently from what
the people of the Ancient Near East understood about birds, they would
have believed that Noah's assumption about what to expect the birds to do
was correct.
