This paper is worth reading:
Paul H. Seely, "Noah's Flood: Its Date, Extent, and Divine
Accommodation" Westminster Theological Journal 66 (2004) 291-311.

Seely argues that the account describes a non-historical global flood
but is probably based on a historical local flood.
