The simple reason why biological evolution seems to 'underplay' such
concepts (intention, purpose, goal directedness and foreplanning) is
because in many instance such concepts are ill supported and
unnecessary. However, science has come to realize that there are
instances where such notions can be of interest such as found in
quorum sensing in bacteria, as well as the Baldwin effect, and the
notion of cooperation. In some of these cases, evolutionary processes
still play a role but the ability of bacteria to 'work together' and
'communicate' with their environment is fascinating.
For instance algae wait until they reach a critical mass before
'wasting energy' on bioluminescence.
Ideally a theory which serves to explain a fact, also serves to
provide methodology. But perhaps I am confused by what you mean by
method(ology) since you seem to consider it to be 'more significant'.
Simple processes of variation and chance can indeed provide a
wonderful methodology for emergence.
