Maybe a better geo engineering project would be to replant the Amazon
rain forest.

I quite agree. The author does not recommend DOING any of these
things. He id recommending that they deserve some research
considerations.

Point well taken. However, the author does not recommend them as
"permanent" solutions, only as stop gap measures that might reasonably
be considered.
