The *concept* of ID is religiously neutral, as a design inference does not
depend on a necessary assumption or conclusion that the designer is God.
However, it is clear that most of those who use the concept of ID as a tool
in the Culture Wars are religiously motivated. You see the same thing in
the ID Movement’s mirror image – the New Atheist movement. Science is
religiously neutral, but that doesn’t stop scientists like Richard Dawkins
or Jerry Coyne from publicly insisting that science has disproved religion
and the existence of God.
