2. They're not the same, not even close. All science "comes with a set of assmumptions."
3. Yes, there's some other relationship. It's similar to the relationship between developmental biology and molecular biology.
4. There's nothing wrong with your terminology, as far as I can tell, but again it's not clear what you're trying to understand.
If you are at the point that you think the two are the same thing, then you are quite confused about one or both. And if you think that "a set of assumptions" is a distinctive feature of evolutionary biology, then I urge you to read Ratzsch or some other introduction to the philosophy of science. Have you read Collins' book, The Language of God? It might help here as well.
