I have said things similar to the following in the past but I don't think what's involved is a particular view of "sovereignty" (which is something the Reformed like to emphasize more than Lutherans). The point is rather that if the interventions of the progressive creationist become small enough and frequent enough, he/she ends up in the limit as a "theistic evolutionist" - i.e., with something like the idea of God's cooperation with created agents.
