I have trouble with your dichotomy. God created all things. Some say
that God created the laws we observe and others that the laws we observe
are just the normal way that God interacts with the universe. I fail to
see any way of determining which is the case but in either case God
sustains the universe. Without his sustaining the universe would cease
to be. IMO Romans 8 22 (and the whole chapter) bears on this, "For we
know that the whole creation has been groaning together in the pains of
childbirth until now".
