I am not trying to defend all aspects of "the culture of academic =
science" or argue that peer review is perfect. But what are the =
alternatives? One would be "Let 1000 flowers bloom," which is what
the =
internet provides. Another would be for journals to publish
everything =
that's submitted but with criticisms of reviewers appended. That
would =
increase the cost of journals considerably. =20
Journals published by private companies can publish anything they
wish. =
In my experience some of their reviewing practices are of doubtful =
quality. Those published by professional organizations, such as the =
American Physical Society, have some responsibility to maintain =
professional standards. It's worth noting that any member of the APS
(& =
at least when I joined you only needed 2 members to recommend you for =
membership) can give a short paper at an ASA meeting & have the =
abstract, though not the paper itself, published in the society's =
bulletin without peer review. There have been some doozies.
