I wonder if he got this -- probably fourth-hand -- via Richard Weikart's book From Darwin to Hitler? I know Ted D. has written positively about Weikart's book, but I also came across a more negative evaluation by another noted historian, Robert J. Richards (U. Chicago). His article "The narrative structure of judgements in history: Evolution and Nazi biology" is available as a pdf at the website with his bibliography. It is:

You may find it interesting, as Weikart's book is the specific thing that motivated him to write the article.
