Your approach needs to be nuanced. If you have the power (Hitler, Stalin,
Castro, Mao, etc.), go ahead. You can get by. However, there were some in
China under Mao who went too far and got into trouble. And there were
problems with Stalin's later successors. Additionally, there are problems
with centralized control, so the current Chinese have had to relax
commercial controls, as did the Soviets. This list can be extended
indefinitely.
A second area of nuance is individual, the personality of the actor. Some
are bold, others self-efacing, to mention only one range of
characteristics. And there is always the interaction between individuals
and the society in which they live. There are sanctions on various levels
in addition to ultimate ones imposed by the Creator.

You're main point about quotation is fine, and Dawkins is
clear on his views. But I would echo Paul's observation.
If this is only blind electrons and pitiless genes, then
why should justice matter. If we have the power, we should
use it, in fact, it would be wrong not to. And if we can
cheat and steal and spray our genes everywhere, why not?
