Hi Bob:
I do not think that your committee has egg on their faces -- it is
likely that few people reading the resolution will think in terms of
something emerging from an egg in the sense of motion out of an egg.
My Collins Concise English Dictionary lists just four meaniing of emerge:
1. to come up to the surface of or rise from water or other liquid;
2. to come into view, as from concealment or obscurity;
3. to come out (of) or live (through (a difficult experience, etc.);
4. to become apparent.
With that semantic range in view, it seems to me that the meaning
intended by your committee emerges in a very appropriate manner.
