Other than the effects of man's sin ("environmental degradation"), on the universe, exactly what do you see as imperfect in the original creation George?
Are you saying that "when the times have reached their ultimate fulfillment" there will no longer be plate tectonics, genetic diseases, hemorrhagic fever viruses, or any number of other imperfections that are not a result of mankind's sin?

All of these natural phenomena do exactly what God intended them to do. They are not self conscious, they are not imperfections and they conform completely to the "laws of God." It is only Adam who gains free will which means he can deviate from God's will. After the fall he must consciously choose to do God's will. A being who consciously chooses the will of the "Father" is then doing God's will and postured to repair Adam's broken creation (as Adam is the only part of creation that's "broken").
