Not exactly. The statement is fundamentally incompatible
with Christianity. Whether the person making the
statement is willfully rejecting Christianity, confused,
misled, mistaken, etc. might be determinable from context.
God decides whether someone is saved, but if someone is
making such statements, it would probably be reasonable
to be concerned about his salvation.
