I certainly don't have the time (I've been out of the office for 1.5 months and have just started catching up on the hundreds of emails in my account) but the RATE papers are easily obtained by anyone. Most of the RATE papers presented at the latest International Conference on Creationism (ICC) are available as PDF files at <www.icr.org/research/>. Humphreys also has a Powerpoint presentation there - presumably from the ICC sessions. Pick one and read it.
Some critiques have already been written about the RATE project. There is a webpage on the Gondwana Research Journal site that has been following and critiquing the RATE project for a couple of years <http://gondwanaresearch.com/rate.htm>. The last update at this site was Feb 6, 2003 -- so unfortunately it does not address any of the latest RATE papers from ICC.
Another old critique of an ICR project that preceded the RATE program (Steve Austin's Grand Canyon Dating Project) can be found at <www.talkorigins.org/faqs/icr-science.html>. This one addresses the issue of the young Cenozoic Uinkaret basalts with older "ages" than the Precambrian Cardenas Basalt mentioned by Allen Roy in a previous post. <See www.calvin.edu/archive/asa/200310/0045.html>.
