If the flood waters were relatively calm (contrary to some flood geology scenarios), then a stable mat might provide shelter for some plants and small animals. However, a freshwater flood or a layer of fresh water on top of seawater has the major disadvantage of killing off much marine life. Many marine taxa cannot survive in fresh water. A freshwater layer on top of salt water isolates the salt water from oxygen, as in the Black Sea.
