I read Behe's book and did not find IC-1 and IC-2. Behe made the point
that a complex system must have all of its parts in order to function
and he gave as just one of many examples the bacterial flagellum.

Then he showed that the parts could not "evolve" because there would be
no use for any of them until they all had appeared in the right order in
the right place communicating, coordinating and connecting correctly
according to the right blueprint.

Anyone betting against Behe would lose his shirt more than a billion
times.
