strange quotation

On page 43 of "Genetic Algorithms + Data Structures = Evolution Programs"
by Zbigniew Michalewicz (1994, New York, Springer-Verlag) the following
quotation appears:

"Species do not evolve to perfection, but quite the contrary. The weak, in
fact, always prevail over the strong, but not only because they are in the
majority, but also because they are more crafty"

Fitness has obviously been difficult to define, and the definition has been
difficult to communicate to a nontechnical audience, for a good many years.
