This seems to be a characteristic of the evolution theory. Like
meteorology, it does a pretty fair job EXPLAINING what we find in nature but a
very poor job of prediction. It's inherent in the theory though -- and not
at all a fault of the theory.
John Casti's excellent book of a few years ago -- SEARCH FOR CERTAINTTY, which
followed his PARADIGMS LOST, makes this point extremely well.
