I don't think that's entirely true - at least, the Pentateuch in the NIV
contains references to enemies, such as: If you come across an enemy whose
donkey has fallen, be sure you don't just leave him there, but help him with
it. (That's my paraphrase as I don't have my bible with me right now).
That's a part of 'love your enemies,' I think.
