May well be; I don't have the figures but I would define
"underfunding" as the difference between the dollars you want and the
dollars you get. To me, programs like SETI are such a long shot that it
approaches pouring tax dollars into a black hole. Not that I am against
research (it's my livelihood) but the risk/benefit ratio seems to me pretty
high.
