Neither party is likely to be without blame. However, the underlying
question is easily answered.

Recombination and sexual reproduction produce new combinations of DNA that
may produce novel effects (e.g., children do not exactly match their
parents).

Mutation produces new information, and many mutations are functional.

I think a definition of what they mean by "new functional information" is
needed.
